After weeks and months of underperforming, Indian markets are suddenly outperforming. Global equity prices have come down and corporate India once again has delivered. In an interview with ET Now , Aj it Dayal , Director of Quantum AMC discusses the way forward for Indian markets from these levels.
ET Now: We can start with the big story Japan, what it means for first global economies.
Ajit Dayal: It is a huge tragedy unfortunately what has happened out there and we still do not know what is happening as it unfolds but from an economic perspective globally, we do know that the Japanese central bank will have to keep interest rates low, will have to kick-start the economy. There have been enough stats to show that in previous disasters, Japan’s GDP has rebounded quite sharply because they have had to rebuild the economy and they put a lot of capital back in. So we are still unclear as to the extent of the massive tragedy there. The extent of the economic damage but we do know that governments around the world in some sense will support the Japanese efforts to kick-start the economy and to get it grow.
ET Now: It is a sad human tragedy but equity investing is also about seizing opportunities. So how are you using the current decline in global equity prices to your advantage?
Ajit Dayal: Well, we are in India a focused manager. We happen to be a value manager sitting in a market where inflows and outflows can be very sharp. So if there is a pullback in the Indian market for any reason, if FIIs are scared and they are selling, we have not yet seen that but if that was to happen, share prices would come down. We would look at our companies that we own in the portfolio that we track in our research databases and we try to understand what is the impact on these companies of the tragedy in Japan, what are the opportunities and of course what is the impact if they have got employees there, they are going to pull them back, they are going to lose business etc. etc.
We would rework the numbers and if it made sense for us to buy it at a lower price, higher price with actually buying the stock. So we look at things on a very micro bottom up basis as we call it, not a macro view, or Japan is not going to do well, investors may want to sell out of India, take their money back home in Japan if they are Japanese or if you a US investor, you do not want risk of anything in the world, you sell emerging markets, you sell India and you take your money back. That selling would cause share price to come down. We would more slightly be buying into share prices into shares at that point of time.
ET Now: So are you looking at rampant speculation in coming days and in coming weeks which actually could lead to some asset bubble formation somewhere?
Ajit Dayal: Speculation is the nature of us humans as a breed in some sense, so it is there already. You look at the price of silver from August 2010 till now, silver has outperformed gold dramatically. Now we think of silver as a half precious metal and half industrial copper in some sense because it is used for both, gold is pure precious metal. So we do not know what is happening in the silver prices globally and we have been wrong on that in some sense, not that we are silver analysts. We do not expect it to outperform gold to that extent but there is and it could be that like in the Hunt brothers’ case, there may be a massive calling of the silver market speculation, we do not know but there is speculation, whether it is oil prices, whether it silver, whether it is grains.

MUMBAI: The Indian market dived on Friday ignoring positive global cues with the benchmark sensex dropping 272 points to close 1.49% lower.
Sensex heavyweight Reliance Industries (RIL) lost 3.7% on the back of negative reports about its gas production to lead the slide with the index closing at 17,879-below the 18k mark once again as foreign investors preferred to take money off the table.
RIL closed at Rs 993-after touching an intra-day low of Rs 987-following reports that the company’s gas output in 2013 would fall short of expectations.
In a communiqué to NSE, referring to the reports, RIL said that it is in touch with the Director General of Hydrocarbons, the regulatory body for oil and gas finds in India, and the “projected production figures referred to in the media are purely provisional and indicative and are subject to such variations as may emerge during the actual operations in the future years”. These variations could be because of “physical inputs, work programme as well as geological and reservoir complexity,” the statement said.
While RIL triggered the slide, investors also ignored positive global cues on a day the Nikkei index in Japan closed 2.7% higher and Hang Seng in Hong Kong ended marginally higher. In Europe, markets opened higher and remained in the green till late in the session with FTSE in London up 0.6% and Dax in Germany 0.8% higher. In the US, Dow Jones index opened over 1% up. All these gains came after crude prices eased in news that pro-Gaddafi forces in Libya had called a ceasefire after countries backed by UN warned of using forces to end hostilities in this major oil-producing nation.
Foreign investors were also among the sellers with a net outflow of Rs 524 crore, which pushed the current month’s FII figures into the negative zone. Dealers and other market players were surprised by the FII selling during the day even as global market cues favoured buying.
The day’s slide also led the sensex to close lower on a weekly basis, making it the second weekly loss for the index. Investors were left poorer by Rs 55,000 crore with BSE’s market capitalization now at Rs 64.3 lakh crore.
Among the 30 sensex stocks, 28 closed in the red while just two -Tata Power and Tata Steel- closed higher.Other than RIL, the top sensex losers were Reliance Infra, down 3.9% at Rs 628 and M&M, down 3.3% at Rs 633. In the broader market, laggards outnumbered winners by a wide margin with 1,801 declines to 1,048 advances.

Sebi warns investors on mkt tips

MUMBAI: The proliferation of self-styled investment advisers, most of whom are out to fleece gullible investors, has caught the attention of the market regulator.
Sebi has warned the general public that they should be cautious and take precautions before dealing with persons who are rendering such advice. For one, to provide any investment advice, an entity should be registered with Sebi as a portfolio manager and the list of registered managers is available on Sebi’s website. In case such advice is coming from an individual, “by means of advertisements through SMSs, or the electronic or print media, whether pursuant to or in the absence of any contract or arrangement, it might be an attempt to influence market price and lure investors,” a Sebi release said. The regulator cautioned investors to take adequate care and do due diligence before acting on the basis of such advice.
Sebi said that lately it had received several complaints against persons giving stock-specific advice to investors and receiving consideration for the same. Sebi also said it had noticed that some persons were giving investment advice through the print media or by sending bulk text messages even without entering into any contract or arrangement or without any consideration.
According to rules, all intermediaries, including portfolio managers associated with the stock market, are required to get registered with the regulator before operating in the market. Such portfolio managers should be corporate entities who are also required to sign contracts with their clients before they advise, direct or undertake “management or administration of a portfolio of securities or the funds of the client,” the Sebi release pointed out.
On December 14, 2009, TOI had warned investors about how some unscrupulous entities were trying to entice gullible investors into stocks with almost no fundamentals and questionable track record. For example, a message titled ‘Jackcall’ said the day’s special morning call was to buy “Strgnwo Script” with the BSE code 526500 at Rs 39, with the target of Rs 42/45/55 within 2-3 days. “So, hurry buy at huge qty for detail call: (a phone number).” Soon after the SMS went out on November 30, over 4.3 lakh Sterling Green shares were traded on BSE compared to the counter’s daily average of less than 10,000 shares. A follow-up SMS was sent on December 1 and on December 2, the stock hit a high of Rs 42.40. But soon after the stock hit the 5% lower circuits on eight consecutive sessions. Similar strategies, in different forms, are still being run, including one in which the name of one of the largest and reputed retail broking house is used to lure investors.

NEW DELHI: Crude oil and coking coal prices are likely to go up due to the nuclear crisis in Japan. This will directly affect the Indian economy as well, according to reports. Other countries like Germany has also decided to shut down its atomic power reactors, which are producing 7,400 megawatt of electricity.
According to Barclays Capital, Japan will spend around $65-$125 billion (5-10 trillion Japanese yen) on reconstruction of buildings and other infrastructure, which have been damaged in the earthquake. Besides this, the total loss in exports, private consumption and manufacturing output will be around $80 billion. After the earthquake and tsunami, Japan has already closed nuclear reactors with electricity generating capacity of 12,400 MW, which accounts for 5% of the country’s power generation capacity.
According to a report by Crisil, the shortfall in power supply will have to be met by coal and LNG-based capacities, resulting in higher imports of coal, LNG and petroleum products. In fact, to meet the shortfall, the other gas and coal based power generating units are already producing more electricity. As Japan is meeting all its requirements from imports, the increased requirements of gas and coal has put pressure on supplies. The Crisil report said international LNG prices have been on the rise following the natural calamity in Japan. “Prices have jumped from around $9 per mmBtu to around $11-12 per mmBtu due to increased spot demand from the country,” the report said. tnn
Barclays Capital said while building damages directly influence reconstruction costs, the human toll, in terms of lost lives, injuries and displacements will curb private consumption. After the Kolbe earthquake in 1995, private consumption fell sharply. Given the scale of human damages, the report said, consumption could be cut back by 2 trillion Japanese yen for the year as a whole, exceeding the losses in 1995.

There are chances of rising prices of oil, gas and coal. So I will plead all Indians to please adopt free infinite green solar heat and light in place of oil, gas and electricity when ever and wherever possible for what so ever purpose. For example during sunny hours solar cooker can give energy at 17 times less prices as compared to LPG and 12 times less than kerosene. My solar cooker is cooking dal, dalia, aloo and gajar at present. Free infinite and green solar heat and light which is about 2500 times more than our current energy consumption can be used for scores of purposes. Will policy makers also listen to this common man?

NEW DELHI: Hostilities between the government and the Opposition sharpened on Friday when a combative Prime Minister Manmohan Singh cast aside fresh allegations of bribery during the UPA’s 2008 trust vote while asserting the charges were “unverified and unverifiable” and that the Congress win in the last Lok Sabha elections had rendered the issue irrelevant.
He said that no one from the Congress or the government had “indulged in any unlawful act” during the trust vote in July 2008, emphasizing that the cash-for-vote issue had ceased to be relevant after the defeat in last election of the parties that had attributed the UPA’s win in the 2008 trust vote to bribery.
He added: “It is unfortunate that the Opposition continues to raise old charges that have been debated, discussed and rejected by the people of India. It is most surprising that speculative, unverified and unverifiable communications should be given dignity and seized upon by the Opposition parties to revive old charges that have been soundly rejected.”
The BJP responded by threatening to bring a privilege motion against the PM. Reacting sharply to his statement, BJP questioned the veracity of his claim that a parliamentary committee that probed the cash-for-vote charge had failed to find sufficient evidence to draw any conclusion of bribery.

The WikiLeaks revelation, upon which the Prime Minister, yesterday, blamed the Opposition parties for raising the matter in the Houses, is not that harmless to our democracy. Correspondence between US, and for that matter, any foreign country and its embassy in Delhi becomes our concern if it affects our interests. This time it is more so because the Leaks further decay the roots of our political system which is already under attack by a cancer of all-round corruption. Manmohan Singh’s assertion that the Congress and the Government did not engage in any ‘unlawful act’ can be justified only by the old Narasimha Rao-JMM deal where our Courts finally accepted the position that, as per existing rules, a PM is legally right to offer bribes to MPs who are again legally permitted to accept the same, of course, conditions applying. People’s anxiety is obvious. Secondly, the PM has not rejected the existence of the leaked communications or the veracity of their contents. He is absolutely categorical only when later he said that he had not authorised anyone to purchase votes and that he was not at all involved in any of these transactions. After all, it is not anybody’s personal involvement or knowledge that is being discussed. The defense by the Finance Minister Pranab Mukherjee, the day before yesterday, is equally, if not more, unconvincing. When he hangs on to ‘the diplomatic immunity of sovereign governments and their missions here’, he intentionally tries to conceal the fact that it is the Indian government, which enjoys no such immunity, that stands accused in the Leaks. US and US-missions are not accused by the Opposition. His observation that the present Sabha is not accountable to the actions of the last Sabha is nothing less than fooling the voters of this country. The governments and the political parties are all entities of continuity. Even the individuals concerned are mostly the same in the 14th and 15th Lok Sabhas. If these individuals could do fraud then, they can do it now also.

I remember the day when Confidence motion was won by MMS in parliament in 2008. Every body right from media to congress party tried to coverup and show Congress is inocent and BJP is culprit. this was very well used by congress in elections and now they won election where only 40 % of India voted. People rejected Cong I in 2009 elections, they won because of Electronic Voting Machine manipulation, there is a case in Supreme Court regarding this and SC will deliver a judgment on March 23′rd on how to handle EVM in future elections. MMS contested Lok Sabha elections once (from South Delhi in 1999) when he lost. All other times, he has been elected in Rajya Sabha and he has shown false documents indicating that he is a resident of Assam (Wikipedia). Since he is not directly elected by people and so does not have people’s verdict, using his own logic, he should resign. Indians know that other parties are not full of saints but the standard needs to be set starting from the top, only then will there be any hope for the levels below.

I never said anything about BJP. BJP has criminals. Prominent leader of BJP was(now expired) – Bhairav Singh Shekhawat – who contested for President post. He was havaldar(wiki writes as Police Officer lol) in British Rule and was fired due to accepting bribe. Amar Agrawal was MLA from central India, he used to put pins on his torn Chappal in 1970s coz no money, now he has multiplex as his property. Many many more. I was telling 50 years and nothing done by Congress!

The over population and corruption are root cause of most of india problem. The reason we are growing in population beyond sustainable rate. Look at some of poor indian states population by 2001-UP (16crores), Uttaranchal(0.84crores), bihar(9crores), WB(8crores), Jharkhand(2.7crores), Orissa(3.6crores), Chhatisgarh (2.1crores), MP (6crores). They represent over 1/2 of indian population (48/102crores by 2001 cenus). There are another 3-5crores population living outside these states like delhi, mah, and in south. These states fertility(birth) rate is about 3.5-4.5 as compare to national avg 2.1. Out of 60crores population (by 2011), 30crores poor are from these states and 10-30% poor are in other states as well. If you look at these state, it was non-congress(BJP, regional parties, communist) is ruling for last 10-35 years. India start making progress since 1991, some state move forward but these states lag behind because of caste politics(UP, bihar) and communist approach (WB). IMO, It is totally unfair to blame everything on congress. I blame people more than politics for current situation. Why do you think people still elect criminal, corrupt politician election after election.

Check out China ! Do not see what BBC and CNN are showing. BBC and CNN acutely defame China, for whatever the reason may be. China is well developed. India will need atleast 50 more years to reach the same economic state China is today. We always say China standard and quality are poor. But, the fact is India doesnt have quality and standard. In one of Chinese province, the leader was leader (2 years back) and his sister was running a drug racket. This came to notice of Central govt, they sent a group which tried and hanged both the kins after 1 month trial. Except for the bureaucrats, tell me a single Congress person who doesnt have criminal record / case against him. It is the Congress who ruled India last 50 years and all problems in India, they are responsible.

1. Elections r not conducted on specific issues, 2. Successfully elected persons do not get even 50% of votes, 3. If at all we consider that they get 50% of votes, then the other 50% is there who have not voted for them. 4. It is a shame, to take cover on electoral victory on specific corruption charges. BJP should clean up own house before asking PM to resign. Congress might have bribed 4 MPs during UPA-1 for vote of confidence, saved government and the another election. Can IT dep. seriously look into reddy assets? Isn’t reddy and yudi give 1000crores a year to bjp party as fund from looted money. This week news, there was another leak about yudi private foundation got 30crores donation from private businessmen? Does BJP leaders have any moral?

I think what MMS did was unethical but necessary. This is a clever argument deliberately put forth by manmohan singh because he knows very well that in the absence of a credible opposition and having purchased masses through populist schemes like color TVs and NREGA and using certain opposition leaders as a scare-crow against minorities – particularly muslims and xtians, their victory is more-or-less guaranteed for next few years. Add to it the huge ill-gotten wealth that they would use during election times to entice voters with liquor, saree and trinkets. By following this argument, manmohan singh will claim that there was no 2G scam, commonwealth and hundreds of other scams because his party has cleared the “agnipariksha” of the voters. By following this argument, manmohan must note that he himself has never won any elections. So what does it say about his own image among the people? It also means that babri masjid demolition is acceptable because BJP came to power at both the state as well as center after the event. Why do you set up panels and teams to repeatedly hound Gujarat CM Narendra Modi? He has won so many elections after the riots, which essentially means that he is right.

In the Parliament today, the PM rattled off the numbers of seats that the parties had secured in the last election to assert that the electorate had decided on the issue being debated. By Congress’s logic, an election victory nullifies the allegations of crimes (in this case, buying MPs) that occurred prior to the victory. So, by the same logic, Narendra Modi, having been elected THREE TIMES by an overwhelming majority should not be hounded for his alleged “crimes”. Right?

Cash-for-vote: BJP for privilege motion against PM
NEW DELHI: Leaders of Opposition in the two Houses, Sushma Swaraj and Arun Jaitley, said they would move a privilege motion against the PM for making an inaccurate claim on the panel probing the cash-for-vote scam.
Jaitley read out extracts from the report of the cash-for-votes committee that identified Sanjeev Saxena, a former employee of the then Samajwadi Party general secretary Amar Singh, as the one who had tried to bribe three BJP MPs into changing their votes during the trial of strength over the nuclear deal.
Swaraj took on the PM over his line that bribery claims were rejected by the people in the 2009 vote. “This way, every criminal accused of murder or rape or any other offence will claim to be vindicated if he happens to win an election. I did not expect the PM to come up with such an argument,” she said.
The 2008 trust vote was necessitated after Left withdrew the support of its 59 members to protest against Manmohan Singh’s insistence on signing the nuclear deal with the US. Although Samajwadi Party pledged support to the UPA, it had looked a tricky affair till Congress, helped by some deft “floor management” won a comfortable victory.
CPM’s Sitaram Yechury said PM’s assertion that the parliamentary panel found no evidence of wrong-doing was inaccurate. “The committee, even by its majority opinion, says it is for a further probe by an appropriate agency. The case was not closed,” he said.

Like it or not Manmohan Singh is perhaps one of the few Indian politician who is un tainted and has realitiveley clean hands. Congress party has just as many crooks as the opposition – this is neither acceptable or an issue. Also, what makes case curious is the summary statement by Satish Sharma that he does not know Nichiketa Kapur, whereas, today’s ToI/Supplement has brought out categorical evidence nailing Satish Sharma’s claim. Kapur has come up being a confidante of Sharmas. parliment should adopt 2 simple policy- 1)if any corruption case is known or until proven – freez all properties of MPs or anyone of corrupt known -ask him/her to live bare minium amount 10k until he accounts each penny earned and its sources. 2)all political party should disclose their income from all sources and expense chart before and after election. You are absolutely correct. BJP has honored the Karnataka state by making it as most corrupt state. I anybody raises any uncomfortable questions on the affairs of karnataka to the central leadership, they immediately, like coiled spring, point out wrong doings of congress ( an equally corrupt party), without accepting the wrong doing their party do ( stating the matter is under investigation). They can stall parliament for long period, when other allegations against centre are also under investigation either by the order of supreme court or other agencies. If congress is corrupt, the BJP is more corrupt. People in the country need to think, why should we pay tax only to satisfy greed of politicians belonging to these sort of parties. A democracy ultimately depends upon people's ability to exercise theior franchise in an election. I am proud of fellow Indians who have participated so successfully over several decades. There may be some criminals who might have got elected. Neverthelessz the people's verdict is ultimate. But still there are several positive aspects to Indian democracy. The people are able to descriminate between parties in terms of their ability to govern at state and central levels. I am personally shocked by the leader of opposition's remark condemning the whole electoral process. I personally believe it is an insult to the intelligence of millions of Indians who participate in this democratic process.

Hi, food for thought for all those praising Mrs Swaraj. An opposition which doesn't allow the parliament to function so that the pending bills can pass, Archaic laws can be amended, Committee recommendations can be implemented is a bad opposition. At the end of the day the only thing which Mrs Swaraj may have achieved, is some vote diversion and a unlimited taxpayers money to fund the parliament proceedings. Do you know how much it costs Indian people per minute for the functioning of parliament. Do you know that the bad roads, water scarcity, loopholes for corruption and alls these problems are because of the loop holes in the non-amended constitution and its laws in the past 50 years of independence. Do you know that Constitutional amendments, law enactments are possible only through Parliament proceedings, as the judgement of the Supreme court is only advisory in nature and hence is limited. To make that judgement a law a bill has to be passed. Do you even know how progress is hampered. And hence all of you are barking at a wrong tree. Its pathetic to see the educated masses so ignorant to see through such a lame act.

What I am coming at is how do wrong things are allowed to happen in the first place.Raja or Hassan or Kalmadi or others were able to shift liquid cash, wire transfers to the tune of crores and above and how come the RBI never intervened. You walk into your bank and order a transfer of 200000rs overseas and the bank officials scrutinize every thing from your pan to your birth. Because when it comes to taxation in business transactions there are vide loopholes, TDS is not a mandatory on every transaction which it has to be, every time money exchanges hands the Revenue dept has to have a know which is not the process. Which tells us that be it BJP or CONG things have happened and will keep on happening regardless of who is ruling party. Do you know that once the BJP party ruled and if you check the headlines then you would find the same pattern of debates and discussion but that doesn't change the course. Hence I said that whichever party is in power has to be allowed to function its day to day activities along with pushing through amendments of our outdated laws which permit these things to happen. Otherwise Cong would blame Bjp and vice-versa and we would keep on debating this till kingdom comes but things keep on going the way they are.We need to spread the awareness that there is a lack of political will to change laws which can be done only by these politicians

The defence propogated by the PM makes it amply clear that he is worst than a puppet. Thank you very much.Yes, I totally agree with you that what Ms Swaraj has raised is correct and our politicians cannot use the fact that they can win elections as a proof of their innocence. I'm from Tamilnadu where we've seen parties win elections even after they have been charged of corruption – and I think DMK will do it again. People's vote in democracy is not a verdict on character. It is usually a vote for security and progress. And that is why even when more than 40% of our people do not have enough to live on, we end up voting for governments who pamper the rich and corrupt politicians. So my concern is that whether Congress or BJP or most others none of them are there for the people but for themselves. So to suddenly appear to raise issues of 'clean' governance is a farce when all the parties have histories of compromise. And we the people are the unfortunate victims.

Mrs.Sushma has rightly said that criminals after winning an elections would say that people have rejected the charge and hence the Court can not conduct trial. This argument of the PM is a bad precedent and not in good taste. Cash to vote is the culture of Congress and now it has come upto the level of gving in crores and for the Oppn MPs. They earn very much and therefore Congress is able to give in crores. Poor India and poor Indians. Alas, all the politicians are very rich as they get in crores for voting. Modi has not said No for any enquiry. If the enquiry finds him guilty, he should be punished. Anyways, Modi does not claim that since he has won election, he is innocent. The people of Gujarat and the Press says it. I have never heard him say anythin like that. Have you heard? The case of congress is different. Their PM is shamless and has said this in the Parliament. Hence they should be probed.

BJP at this moment is weak and not even able to form a solid coalition with numbers (MP's) to form central government even if Congress is finished. Hasan Ali surrenders before ED, claims innocence
NEW DELHI: The income of Pune-based stud farm owner Hasan Ali Khan grew more than 100 times in six years – from Rs 529 crore in 2001-02 to Rs 54,268 crore in 2006-07 – the government’s official auditor said in a report tabled in Parliament on Friday.
The Comptroller and Auditor General’s report said despite the meteoric rise in income, Khan did not file his tax returns for five years. He filed his returns for these years after getting a notice from the income tax department in February 2007, after search operations at his premises.
CAG has added Rs 4,056 crore more to the Rs 71,874 crore tax demand raised against Hasan Ali, who is currently in the custody of Enforcement Directorate on charges of money laundering.
The additional tax liability of Rs 4,056 crore was added after CAG found several irregularities in the assessments of Hasan Ali and his associates. There were cases of under-taxation totalling Rs 3,370 crore and three cases of over-taxation of Rs 305 crore.
After assessment were complete in December 2008, Hasan Ali’s taxable income was assessed at Rs 529 crore in 2001-02; Rs 5,404 crore in 2002-03; Rs 2,444 crore in 2003-04; Rs 10,495 crore in 2005-06 and Rs 54,268 crore in 2006-07.
While computing his tax liability for the years when did not file his returns, the I-T department levied an interest of Rs 706 crore instead of Rs 4,056 crore. The department has no record of Hasan Ali’s income assessment years between 2001-02 to 2006-07, when he did not file his returns.
In another significant case, CAG found the I-T department had charged less levy on well-known cardiothoracic surgeon, Dr Naresh Trehan. It found surcharge and education cess were levied at 2.5% and 2% respectively, instead of the correct rate – 10% and 2% – as applicable to individuals. The mistake resulted in a short levy of Rs 34.5 lakh, including interest.

As per IT statment , khan income of 2006-2007 was 54,268 crore much higher in the line of Reliance Industrie, SBI, ICIC etc , and much higher BHEL, NTPC , DLF etc. Is stud farm is that much profatable? If yes why people are so mad about oil/gas comp?

Are you stupid or what? An increase of 100 times in 5 years isn’t just “good fortune” especially when there is no real record of exactly what he does besides stud farming. And trust me while there may be a lot of money in horse sperm, I am sorry there isnt THAT much money in that industry! If your argument is that in India politicians are getting away with similar ill gotten wealth, yes you are right. But that has no bearing on whether this guy should be properly investigated and nailed if he is guilty.

Even as the Congress walks gingerly through a political minefield, fending off the Wikileaks exposures while partially defusing the crises caused by the financial swindles, the Bharatiya Janata Party’s (BJP) ability to make full use of the opportunity to corner its principal opponent remains in doubt.
All that the party seems capable of doing is to stall parliament by uninhibited use of lung power. But, beyond that, it is unable to put the government on the mat because of a divided leadership and lack of moral authority.
While the Congress has managed to take some of the sting out of the scams by agreeing to the opposition demand for a joint parliamentary committee (JPC) probe, and is resorting to point blank denials of the WikiLeaks charges, the BJP is aware that rhetorical flourishes are its only weapon. It can neither cobble together a majority in parliament to push through a no-confidence motion, nor is the party’s leadership united and charismatic enough to be able to effectively mobilise public opinion.
The weakness of its position is the result of its own flawed policies. While the National Democratic Alliance (NDA) led by it had 24 members at the height of its political power prior to the 2002 Gujarat riots, it now has a mere four – the BJP itself, its sole saffron ally, the Shiv Sena, the Janata Dal-United (JD-U) and the Akali Dal.
However, there are faultlines even within the shrunken NDA. The JD-U, for instance, follows its own counsel as when it kept Gujarat Chief Minister Narendra Modi of the BJP out of the Bihar poll campaign because of his anti-minority image. And the Shiv Sena did the same when it refused to support the BJP veteran, Bhairon Singh Shekhawat, for the president’s post.
One reason why these parties have become so assertive is that the BJP no longer has a leader of the stature of former prime minister Atal Behari Vajpayee to keep the flock together. It is the absence of someone at the helm whose popularity cuts across party lines which explains the bluntness of the BJP’s anti-Congress thrust. As a result, it has to depend on shrill declamations, disruptive parliamentary tactics and the need to regard the Wikileaks revelations as gospel truth for the sake of its campaign.
Evidence of the fractures at the top was available when the party’s leader in the Lok Sabha, Sushma Swaraj, and its leader in the Rajya Sabha, Arun Jaitley, differed on how to respond to the prime minister’s acceptance of personal responsibility for controversial bureaucrat P.J. Thomas’ appointment as the central vigilance commissioner, which has been nullified by the Supreme Court.
While Sushma Swaraj adopted a conciliatory forgive-and-forget attitude towards Manmohan Singh, Jaitley did not want the matter to rest. It cannot be said for certain whether this difference in approach is due to the fact that Sushma Swaraj comes from a non-saffron background, having joined the BJP in 1980 from the Janata Party, while Jaitley is a diehard saffronite. But the fact remains that such divergent views at the top do not show a party in a favourable light.
What is more, the endorsement of the Jaitley line by party president Nitin Gadkari shows that in-your-face combativeness remains a key feature of the BJP’s politics, evidently to buttress its self-image of a “strong” party of nationalists as opposed to the weak, minority-appeasing Congress.
However, this muscle-flexing would have made a better impression if there wasn’t another sign of “softness” and that, too, by none other than L.K. Advani, the putative hardliner, when he apologised to Sonia Gandhi for the charges of her family stashing away black money abroad made by a team of BJP sympathisers.
Advani also exploded another bomb recently when he said that the Babri Masjid demolition in 1992 had dented the party’s “credibility”. Considering that his violence-prone rath yatra of 1990 pledged to do away with the “ocular provocation” – Advani’s own words – of the mosque, the admission that the promised act had damaged the BJP’s reputation showed that the party’s divided leadership was also disunited about its deeds.
The same confusion can be seen in the clumsy way the party has been handling the case of its tainted Karnataka Chief Minister B.S. Yeddyurappa. Gadkari’s observation that Yeddyurappa’s dubious land deals were “immoral” but not illegal was an unconvincing exercise in semantics, which suggested that the party’s central leaders were unable to act against a powerful state leader. The corruption charges against the chief minister have also taken the sheen out of the BJP’s propaganda drive against the Congress for the same offence.
For the BJP to pose a credible challenge to the Congress, it has to straighten out the leadership tangles at the top, which have emerged because the presence of the Vajpayee-Advani duo for many years stunted the growth of others. For a party claiming to be “strong”, this deficiency is politically fatal. Modi could fit the bill, but his anti-minority image is a disadvantage. The BJP’s fractiousness, therefore, will help the Congress to survive for the foreseeable future.
